Moore & Bruce, LLP is subject to the legal professional
rules of the District of Columbia. It is not a
Multi-national Legal Practice under the professional rules
applicable to the Law Society for solicitors in England and
Wales, nor is any of its attorneys a Registered Foreign Law
Lawyer under those rules.
In compliance with applicable Rules of Professional Conduct
of the District of Columbia Bar, all attorney-client
relationships entered into by the Firm are governed by
written Engagement Agreements and by the laws of the
District of Columbia.
In London, Moore & Bruce, LLP practices US law. Neither the
Firm nor any of its attorneys is competent to advise on
English or other non-US law.
Privacy Notice
Pursuant to the Gramm-Leach-Bliley Act, US Public Law No.
106-102, and rules issued by the Federal Trade Commission
regarding the Privacy of Consumer Financial Information, 16
Code of Federal Regulations Part 313, law firms that provide
tax planning services to their clients are categorized as
financial service providers and are required to provide
written notices to certain clients regarding disclosure of
non-public personal information.
Moore & Bruce, LLP collects non-public information about our
clients from our clients, and with their authorization, from
third parties such as accountants, financial advisors,
insurance agents, banking institutions and other advisors.
We do not disclose any non-public personal information about
out clients or former clients to anyone except as permitted
by law or as authorized by that client. If we are authorized
by our clients, we may disclose non-public personal
information to unrelated third parties. Such unrelated third
parties may include accountants, financial advisors and
government authorities.
We restrict access to non-public personal information about
our clients to those employees of our law firm who need to
know the information in order to provide authorized legal
services. We maintain physical, electronic and procedural
safeguards that comply with Federal and District of Columbia
law and regulations as well as District of Columbia Bar
rules of ethics to protect our clients' non-public personal
information. The FTC rule also provides that this notice
must include a provision for our clients to request that our
firm not release non-public personal information. Although
such a request is unnecessary, because we do not disclose
non-public personal information except as directed above, in
the interests of satisfying the regulations, we notify our
clients that they may make such a request, and we will honor
it.
While the foregoing Federal laws establish rules and
disclosure requirements, they do not limit the
attorney-client privilege or the confidentiality rules for
information provided to attorneys. The privilege and
confidentiality rules are governed by District of Columbia
laws, the rules imposed on attorneys admitted to practice in
the District of Columbia by the District of Columbia Bar and
our own ethical standards. In circumstances where applicable
federal laws might allow disclosure, we continue to follow
the stricter non-disclosure rules of attorney-client
privilege and client confidentiality.

Technology; Communications
Moore & Bruce, LLP communicates with clients and others in
one or more of several ways. The mode of communication with
a given client is determined by the client. Ordinarily a
preferred means is chosen at the time a relationship is
established and any special issues are resolved.
Some common means are:
- Email without special encryption (PGP);
- Email with encryption;
- Some combination of the previous two means;
- Facsimile;
- Courier;
- Mail.
Information sent over the Internet is not secure. We
recommend some form of encryption where information is

The Firm communicates on a daily basis with clients
around the world, from Singapore to Guangzhou, Barbados
to Bermuda, London to Riyadh. As a result, we are quite
familiar with the challenges and pitfalls.
Office Technology
Moore & Bruce, LLP’s office desktop and mobile laptop
computers connect via a VPN with the Firm’s network on a
server based in Washington, D.C. The standard desktop is
a Pentium 4 machine running MS Office Outlook® 2003 for
email. All users have access to the Microsoft® Office XP
Professional and Visio® for word processing,
spreadsheets, databases, presentations, and diagramming;
legal research tools, including Lexis®-Nexis® and
TaxBaseTM; the Firm's intranet; Internet access using MS
Internet Explorer™; Chinese language programs; and
access to a variety of other firm-specific databases, as
needed. Each office uses high-speed DSL or ADSL lines,
and we regularly compress and transmit large-content
files. All printers have upgraded memory, and some also
serve as fax machines and scanners. As a general policy,
the Firm leans toward storing documents in digital form.
