Professional Rules

Moore & Bruce, LLP is subject to the legal professional rules of the District of Columbia. It is not a Multi-national Legal Practice under the professional rules applicable to the Law Society for solicitors in England and Wales, nor is any of its attorneys a Registered Foreign Law Lawyer under those rules.

In compliance with applicable Rules of Professional Conduct of the District of Columbia Bar, all attorney-client relationships entered into by the Firm are governed by written Engagement Agreements and by the laws of the District of Columbia.

In London, Charles M. Bruce practices U.S. law. Neither the Firm nor any of its attorneys is competent to advise on English or other non-U.S. law.

This notice sets forth our current policy on issues of privacy.  We reserve the right to change this policy at any time. By using this website, you are deemed to have accepted the terms of this policy. 

To help diagnose problems with our server, administer our site, gather broad demographic information and generate user statistics, we may collect information such as your Internet Protocol address, your internet host company, your browser software, your software platform, the duration of your visit to our site, and the domain of the site from which you arrived at our site.

You may choose to email us at administrator@mooreandbruce.com and provide us with your name, address, phone number, and email address. This information is used to respond to your questions and comments.

Individual Clients

Our individual clients should note that in accordance with rules promulgated by the Federal Trade Commission, a law firm that provides tax planning and tax preparation services to any person is required to inform such person of its policies regarding privacy of client information. As you are or may be one of the clients to whom we are providing such services, we are providing you with this notice. No action on your part is required.

Nonpublic Personal Information

We collect nonpublic personal information about you that either (1) you provide to us or (2) we obtain with your authorization. Examples of such information include data relating to your financial condition or your plans for disposing of your estate.

Policy as to Disclosure of Information; Protecting the Confidentiality and Security of Current and Former Clients’ Information

For both current and former clients, we do not disclose to anyone other than our own partners, “Of Counsel” and employees any nonpublic personal information obtained in the course of our representation of you, except with your consent or as required by law or to protect the rights, property or safety of Moore & Bruce, LLP. In compliance with applicable professional standards and as set forth in our engagement agreement with a client, we may retain records relating to professional services that we provide.

In order to assure the confidentiality of nonpublic personal information, we maintain physical, electronic and procedural safeguards that comply with professional standards.  Additional information on client confidentiality is available under Client Portal.

Technology; Communications

Moore & Bruce, LLP communicates with clients and others in one or more of several ways. The mode of communication with a given client is determined by the client.  Ordinarily a preferred means is chosen at the time a relationship is established and any special issues are resolved.

Some common means are:

  • Email without special encryption (PGP);

  • Email with encryption;
  • Some combination of the previous two means;
  • Facsimile;
  • Courier;
  • Mail.

Information sent over the Internet is not secure.  We recommend some form of encryption where information is confidential.

Office Technology

Moore & Bruce, LLP’s office desktop and mobile laptop computers connect via a Virtual Private Network with the Firm’s network on a server based in Washington, D.C. The standard desktop is a Pentium 4 machine running MS Office Outlook® 2003 for email. All users have access to the Microsoft® Office XP Professional and Visio® for word processing, spreadsheets, databases, presentations, and diagramming; legal research tools, including Lexis®-Nexis® and TaxBase™; the Firm's intranet; Internet access using MS Internet Explorer™; Chinese language programs; and access to a variety of other firm-specific databases, as needed.  Each office uses high-speed broadband lines, and we regularly compress and transmit large-content files. All printers have upgraded memory, and some also serve as fax machines and scanners.  As a general policy, the Firm leans toward storing documents in digital form.
