Education: Mr. Dougherty is a 1965 graduate of the
University of Pennsylvania Law School. He received his
undergraduate degree with honors from Harvard College.
Admissions to Practice: Mr. Dougherty is a member of
the bar of the District of Columbia.
Experience: Partner, Hogan & Hartson and other national law
firms in Washington, DC. At the Securities and Exchange
Commission, Legal Assistant to a SEC Commissioner and Acting
Assistant Chief Enforcement Attorney, Division of Investment
Management.
